Didn't mean to dodge the question. Wasn't paying attention. "Somebody else" is many different entities. The ones that come to mind are: government (i.e. taxpayers); privately-owned utilities; and hybrid public/private entities.

I think people are taking this comment, along with all that he has said and done since becoming President. Remember his comment to Joe, the Plumber, " Spread the wealth around"? He clearly believes in taking from those whom he judges as having more than they need, and giving it to those who, he feels, need it more.
