If security is such a major issue, why not build new MOX reactors at government facilities that already store plutonium (Los Alamos or Hanford) and have appropriate security measures?

IIRC we have only had one president that held a nuclear engineering degree.

I just don't see any President getting involved at this level. Perhaps his DOE cabinet chief, but not The Man Himself. I also don't see the President of a Japanese utility just acting on such a request. This just don't smell right to me.
