It's a "hitching post" --- probably used for horses; might be suited for dogs on lease or ****** if horses aren't available.

That's what I was thinking at first, but all of them around here are in back yards, and about 6' up from the ground on steel posts.

It's actually a post top for stringing clothes lines. I have a three of them in the back yard, all in a line. I had to look in my neighbor's yards to figure it out at first...many of the neighbors have them.

We have three retractable clothesline reels mounted on the back of the house that can be pulled out and hooked on, then tightened as needed. I need to replace the lines in them, as they are in pretty poor shape.

No fair, JP. If you had given the additional information, I might have put 2 and 2 together. I grew up hanging clothes on the clothes line --- 2 steel T posts sunk in concrete with 4 steel lines running between them .
