Bowden cable equivalent in Ford E4OD?

Is there an equivalent of a Bowden cable on a Ford E4OD ('93 E150 5.8)? I'm guessing it's fully electronic. Pretty much have to floor it to get it to downshift. It doesn't downshift when running on cruise control. Set the cruise at 75, hit a hill (say, the Sierras), it drops to 65, still no downshift, disengage OD to get back to cruise speed. Or floor the pedal to get it to downshift then release to get back on cruise. Otherwise the tranny feels fine. Thoughts?

What's are ATF recommendations for the E4OD? Changing ATF Fluid in a E4OD and 4R100 transmission .: Articles says 18-19 quarts. 5 gallons, really??? Is the d@mn case full of fluid?

It appears a '93 should have a torque converter drain. How much fluid is left after draining the pan and torque converter? Enough to mess with a flush?
