So, I am guessing they really did not just go away. We just call them something different today.

No, the nuke waste office I was thinking about was done away with and the States were given the power to set their own rules on this. This was in the mid 90's.
So Texas passed a law stating that they would issue permits that met their guidelines, and then, after awarding a permit to a large Republican donor, passed a law saying that there could never be any more permits issued. Sort of like a Taxi Medallion in New York City. There are only so many of them and you can't operate a Taxi without one. And they are not making any new ones.
