My understanding is they were told by the company that there was virtually no chance of anything happening. Apparently the EPA did not question what was said enough. After all, it's not like fertilizers have ever exploded before right?

Who needs government regulations. Companies can self regulate them selves just fine. Who ever licensed this place ought to have their ass in a sling.
