Well not exactly. In CA Cats; even Pet ones are considered free roaming Animals and their Owners are not required/responsible to keep them chained up and you would need a well made Cage to hold and just about no normal residential Fence will contain a healthy Cat.
Part of that is because unlike Dogs Cats don't attack Folks.

So if you own a Cat or Cats and you do not keep them entirely inside the House all of their life you have that daily experience of knowing that you might never see it or them again.

The only problem with hitting a Cat and facing the Owner is that a lot more People dislike Cats than Dogs so the Owner might be thinking that someone ran over their Cat on purpose.
Also People in general are more likely to avoid hitting a Dog because Dogs seem more like one of the Family than Cats do because Dogs interact more and better with People more than Cats do.

Nobody hits animals on purpose.....well, almost nobody.

We keep our cats indoors as well. Maintenance of many litter boxes can be a workout and our Dyson vacuum gets a regular work out as well.

But letting pets wander is a choice. A bad choice, imo, but a choice all the same.

That is your choice.

One Cat I have stays in the House most of the Time by choice as She is Older Now and I have had Her for about 7 Years or so. I let Her out when She wants to go out. I figure She should have some choice about Her own life.

But, I could not stand to have all 5 in the House all of the time.

The other 4 Cat were Stray/Alley Cats Born under My House (they are about 1 Year and 2 Months old now) that My Wife insisted on Feeding and of course the stuck around and while they still hunt and eat what they kill (no Gophers around since they have been here) but they are dependent on Us for most of their Food.

I had the 3 Females Fixed and did not alter the Male so He would keep Cats from out side our Yard away from their Food (and that worked after He got big enough).

But, My personal opinion is that it is a little cruel to keep Animals locked inside all the time.
People who have inside Dogs at least walk them once in a while.

If you like think if the 4 newest Cats as not being entirely Domestic partly Wild Cats.
