What state is that?

Louisiana counts all received absentee ballots by 8pm on election day.

B.(1) Absentee by mail and early voting ballots shall be counted at a public facility within the parish designated by the registrar of voters at a time fixed by the parish board of election supervisors, which time shall be on election day no later than 8:00 p.m.
http://legis.la.gov/lss/lss.asp?doc=81353

Mississippi counts them at the end of voting day.

HB 921 (As Sent to Governor) - 2012 Regular Session

Ya think? (Its not that way now?)

One practical though not completely ideal solution is to use all mail in ballots. The state legislature can determine the cut off point for registering, and/or the ballots can be made available at the postoffice, and people have until the last pickup on election day to vote.

The major downside of this is that some who don’t have access to a post office or who are homeless may not be able to vote. That could be resolved in a number of ways.

I seriously doubt many if any homeless vote.

A friend of mine asked me if I knew what R solution to the poor is?

....DON'T BE ONE!

^Hard to say if homeless people vote or not. I would not want to exclude them from that possibility.

We've had some major office elections in recent years that were decided by less than 100 votes between the winner and loser

Of course it's much better for the government to make everyone equally poor

You maybe right, but the last time we had an election for gov the news reports said they didn't count absentees because it would make no difference.

I completely agree, as long as they can prove they're eligible voters I say let them vote!

Maybe you missed this:
