If one is making "nothing", even 5% of income is a big deal. If anything, under a percent-fine system, the rich are STILL being punished less. But at least an attempt is being made to equalize the cost of the same offense between different people.

A $100 ticket is a big deal to someone who's making minimum wage (about $1000/mo after taxes) and whose rent is $500/mo. Often, they can't pay the tickets, leading to jail time, more fines, impounded vehicles (leading to inability to get to work/loss of job), etc, whereas someone with money just eats the cost and moves on, even if it's 5% of income.

Read about parasitic towns in Missouri (part of the Ferguson debate) if you want to be outraged. Ideas like yours are part of the reason why there's been quite a bit of rioting recently. And don't come crying to us when they come to your neighborhood and your house turns into a pile of ashes overnight.

"Anyone is able to get ahead" is a pile of hooey, when enforcement of laws is specifically set up so the poor get disproportionately harmed for what often amounts to mistakes.

Aside from points and jail, if the cost of a speeding ticket were $1 would you be worried about it?

I know I would not.

The point of the fine is to encourage someone not to speed. If the punishment does not "hurt" there is no incentive not to break the law. A percentage based fine treats everyone equally.

Actually, it's still unequal, but it's somewhat more equal than fining everyone $100 or whatever.

Same as fining a drunk guy $100 for peeing in public, but fining a sewage company a few million for dumping raw sewage into the sea.

If you're making $20,000 per year, a $100 fine can be food for a week. If you're making $2,000,000 per year, an equivalent fine of $10,000 might mean that you take some money out of the bank that week.

If you make the fines sting the rich (who have more political power), I suspect we'll see overly low speed limits change to more reasonable ones pretty quickly. An unintended benefit, but a benefit nonetheless.

They probably allow self-reporting of income with random cross-checking with their revenue agency and stiff penalties for people who under-report.

What does the percentage of people who do or don't speed have to do with anything? All we are talking about is if the tickets should be flat rate or percentage based.

No, which is why I can't imagine you don't see all the illegals creating havoc on the roads down in TX. Up here their are no consequences to speak of which is why driving in New Haven is like Mexico city. Red light runners are expected and most people drive as fast as their junk cars will go!

How is it fair to people who work within the system that such a thing can go on? How is it any more fair that a rich guy can pay a hundred dollar ticket and not care?

Life's not fair.
