Basically you had to drill through a relatively flat part of the hubcap and into the rim, then screw these locks - two per wheel - into place. Low tech, and pretty effective.
Many cars came with various types of factory hubcap-locks by the '80s. Unfortunately, those were pretty much unheard of when Dad lost his Chevy wire-hubcaps in the mid '70s.
