Polishing with wet or dry pad?

When applying polish to the exterior paint, should you use a damp pad or dry pad? Cloth or sponge pad on an orbital polisher.

Hello out there!
I have a 1990 420 SEL with a leaky rear main seal. The mechanic who looked at it estimated the repair at 8 hours. Is this a good estimate for shop time charge?

Yes the tabs are broken toward the middle but I have glued them in the past and got around two months out of the glue job then they popped out again. Maybe a silicon compound will work?...
