key wont turn over at all

To all the tech.

here is the situation.

2000 E430
drive normal. park, came back put in key can not turn to start.

problem - #20 fuse(Engine Fan) is blown.
Replace #20 fuse
put in key able to turn and start engine.

What could cause #20 fuse (Engine Fan) to be blown???
