Auxiliary fan motor/is this normal
With engine off, should the a/c Aux. fan when rotated by hand spin freely for a period of time or should it turn about 6" then stop?

Are you talking about the electric aux fans or the belt driven fan? Electric aux fans should probably spin freely - belt driven fans, if at HOT temp, should have the clutch engaged, and therefore not spin freely.

This fan is about 16" in Dia. and is mounted in front of ths radiator.

If it is in front of the radiator, meaning between the radiator and the very front of the car, then it should be your electric aux. fan and it should probably spin freely when the car is off.
