Can it be due to clogged drain hole?

The body shop might have blocked the original drain hole with rubberized undershield material while they were repairing the rust area.. The picture was taken by the body shop. I suspect this because a lot of water came out from the noise encapsulation panel bolt hole when the front wheels are on the ramp.

If this is the case, should I go to body shop to un-block the original drain hole?
