High Idle, 85 380SL

My Doc friend brought me his car. Said he tried to junp start it, heard a buzzing noise in the glove box area. He installed a new battery, now has a 1500 rpm idle and ABS light on ... not sure they are related .

I replaced the idle speed controller behind the glove box (i bought the controller on Ebay, was advertised as new). The fuse labelled idle control in the fuse panel is good. I have no voltage at the idle control valve under the hood by the thermostat housing.

Is there another fuse I'm missing? Which terminals on the connector for the idle speed controller should I check for voltage?
