I just saw this being done at a local dealership. The idea is to keep water from trickling behind the door frame seal and down into the door including the door locks/alarm switches.
It seems the problem occurs especially when blasting the door/window areas with high pressure washers. Also in extemely wet environments over a long period of time.
Yes, the tech simply pulls back the upper door seals and applies a specific sealant, then is supposed to wipe away the excess. If done well, you shouldn't be able to see it easily.
