Transmission vac dashpot

My tranny shifts a little hard from first into second. Is it possible that this dashpot is the culprit? If it is - how would I test for proper function? I did try sucking on it and found out that the hole goes all the way through it!

PS: sorry, I do not know how to make the image smaller!

search on www.dieselgiant.com for diagnosing trans vacuum. Be prepared to be overwelmed with the diagnostics! You should post in the diesel forum from now on.
