'90 300TE Aux Fan Control

After my ac compressor seized up later last year, I sidelined the wagon because the clutch would not spin. I replaced my ac compressor but have not charged the system yet. I plan to purge the system first and then vacuum the lines. My question is - My aux fans are not operating at all and I'm curious on whether this is because the cooling system is not charged. If this is the reason, then I know I need to do this right away.

Aux fan has two control systems..one is a/c high side pressure sensed and the other is coolant temp sensed. Coolant Temp system activates high fan and a/c system activates low speed fan. The only thing these two systems share is the fans themselves. Each has there own sensors, fuses, and relays.
The a/c system has an added resistor to accomplish the low speed.
