92 190e 2.3 will not start...excessive fuel

I inherited a 92 190e 2.3 and the darn thing will not start. Here what we checked so far.
1.spark test was strong
2. compression check was 140 all cylinders
3. it seemed to be timed
4. It appeared to us that we were getting excessive fuel in all cylinders because all the plug were black and wet.

what would be the next logical step .......
Our thinking is that the air fuel relay maybe malfunctioning causing a choking effect.
the cam sensor is bad
the crank sensor is bad
one or all three!
I need input on where to start looking, i appreciate any suggestion you may offer.

thanks in advance.....scott

Do you hear the pump buzz for a second when you turn the key to on?

Presence of a spark is not always definitive proof that sufficient energy is available for ignition. Be very careful pulling spark plug wires - the resistor ends are extremely easy to damage - I use a narrow jaw visegrip to latch onto the metal shield crimp to work them off the plug tip. If they are damaged, get new ones to start. Removing the air cleaner housing using the three nuts holding it to the valve cover and intake manifold will show the airflow meter. Push down the sensing vane and check inside the body for raw fuel leakage - there should be none.

What is the color of your spark plugs? if they are black, you are running rich and a bad sensor is sending bad info to the control unit and causing it to have too much gas put throught the system and choking it.
