Yeah, that vacuum needle seems a little low. My 103 pegs it to the left in neutral (of course) and sits just a hair to the left of the "E" when warmed up in Drive at 600 rpm. a very minor change in idle speed when in "Drive" will have quite an effect on the vacuum guage (say for 600 down to 500). But it should easily peg the meter in neutral, or when driving very slightly downhill.
