Ok so since nobody seems to know the location of this valve and I cannot find it anywhere on my engine I decided to bypass it. I ran into another problem, it appears I am missing a vacuum line! Can anyone tell me where the line coming out of component 3 (check valve with integrated restrictor) is suppose to connect to the intake manifold?

I have one port that is currently plugged, but I believe that is for the transmission vacuum hookup and my car is a manual so no vac lines running to trans. I do have a port near the firewall, but it is connected to the vacuum hose that runs up through the firewall and into the cabin. Any help is appreciated, getting desperate here!
