Will the 117 head fit the 116 engine, 1983 380sec ???

A 117 head itself will bolt up to a 116 block.
However, the valves in a 117 head are larger then the 116 valves and may hit the block when they open, since the 380 bore is only 88mm and the 500 / 560 bore is 96.5 mm.
