Plastic Cam in Steering Lock for Shifter Lock

Plastic Cam in Steering Lock for Shifter Lock

1991 300TE US non-4Matic.

There is a blue round plastic cam inside the steering lock which operates the cable going from the steering lock to the shifter. Can someone explain how it gets positioned/timed?
