Is it practical to replace Freon12 with CFC134a 83 240D? If so, do you sell CFC134a rebuild kits, and how do I place an order immediately?

The only things you need are the parts that are faulty in your existing system and service valves and compatible oil. You should flush the system then evacuate it fully then install the oil and 134.
