Remove sticker on paint

The previous owner of my 1987 300TD put a large paper stick on the paint next to the licence plate. What is the best way to remove that?

I think it has been there for a long time so it is very brittle. I tried to scrape it out with my finger nails and they started breaking up but still very difficult to remove.

Thanks.
