What car? In 123's and 126's the problem is usually vacuum related. Typically a bad vacuum pod.

Do a search
on vacuum pods on the 124. I think in '92 there is just one pod for both footwells. Do you have heat through the defrost?

Sure do, through the normal vents, and the windshield, and when it is hot out, I can get the middle 2 above the controls to open up a bit. The bottom ones used to, but now it seems I cant get them no matter what I try.

Yeah, your vacuum pod is shot down there.
I stuck a wooden dowl up into the mine, until the gate opened. Opens up both sides and makes your legs and feet nice and warm. If you don't want heat down there just pull it out. Or you can take out the stereo and make sure that all the vacuum lines are attached to the vacuum pods and test with a mighty vac. Good Luck.
