turn signal/flasher-no blink 82 300DT

turn signal/flasher-no blink 82 300DT

Removed the hazard switch, cleaned it, tested it- works fine. Still no blink. Could this be the relay switch in the dash- or even the turn sig switch on the column? Where is the relay in the dash located and is it easy to get to?
All bulbs and fuses fine.
