Those rubber "buffers" screw into the bracket, no nut on bottom. Hand tighten as best as you can. I'm undecided about those shields.
I always add a nut to the bottom of the rubber mounts, they tend to strip the threads in the bracket. I think he's talking about the bottom bolt that holds the bracket to the engine, sort of a PITA to get to.
