Wiper Fuse Blowing Please Help

Well I cranked the car today before I went to work as I always do to let the 300TD warm up.

I was raining pretty bad. Well I started down the road..turned the wipers on and pop goes the fuse. I have had this problem for a couple of months but sometimes the fuse last,sometimes they don't.

I'm using the 16A red fuse. So when I got to work I installed a new fuse and it blew as soon as I turned on the ignition switch with the wiper switch in the off position.

The windshield wipers are stuck just above the hood.
The PO had installed a used wiper unit off of the parts car just before I got the car. Wipers are loud and clunk as they go up and down.

Ok here's my question....Can the wipers be timed?? Could the wipers be out of adjustment and overheating the motor and blowing the fuse??
Or is there another problem??

If your wipers are not in the fully parked position, the motor will be energized and draw current EVEN WITH the wiper switch in the off position.

It sounds to me like your motor, bearings, or linkage is bad causing an overcurrent condition. Bad windings can cause this, and bad bearings or a binding linkage can put the motor in stall and drive the currents way up.

A quick test is unplug wiper motor change fuse start car see if fuse blows.
if so motor has problem , could be stuck or frozen somewhere.
