That cover is a ROYAL PITA to get off. I have the gasket for mine sitting on my desk and have been putting of that job for a year. Mine isn't to the point of dripping yet, sounds like yours is.
Are you sure its diesel and not engine oil? As said above only oil is held back by that gasket.

Are you saying this fitting is or isn't leaking? There is a check valve built into the banjo bolt so make sure you don't replace it with a regular banjo bolt.
A bad check valve can cause a no start condition but that's not your problem. A couple of crush washers and you should be good to do. I think I have this problem with a faulty banjo valve on the return line, why would this cause non starting? Thanks,
