Engine shouldn't need a heater at 20 or 30 degrees. It should start the same as it does at 60 or 70 degrees. At least mine always have.

My 82 has compression of:
385 385 385 260 220 It starts fine in the summer and down to 40 degrees. Below 32 is a struggle, below 20 is impossible. It burns .5 quarts / 1000 miles. Once its started, it's great. But you have to make sue you are near a black heater outlet. If I were you, knowing you are in TX and there are other rust free cars to be had, Id pass. dd
