Viscous clutch and Fan wobble

Hi, I've noticed that I have a noticeable wobble in the cooling fan when it's running. I think it's also making a ratcheting noise.

I've determined that there is a gap between the water pump flange and the viscous clutch. I can also feel the fan move back and forth parallel to the axis of rotation when the engine is off.

I've looked at the schematics and it doesn't look like I'm missing any washers or anything like that. However, I would like to fit a rubber washer right between the flange and the clutch to hopefully eliminate that wobble.

About a year ago the viscous clutch bolt got loose and the fan came off the pulley - broke apart and broke radiator. So I'm kind of weary of having a loose cooling fan.

Does anyone have an ideas on this?
