I see allot has transpired since my last post. So here is how it played out.
Secured IP in original position. Backed off crank and then turned in direction of rotation. Turned on electric pump ( it made it sooo much easier). Watched while turning until flow came to the prescribed drip rate and stopped rotating crank. IP was set at 16 BTC.You were correct tangofox007. Reset crank to 26 BTC and removed IP. Turned IP one notch with a 19mm wrench and reinstalled. Secured IP and turned on electric pump again while leaving crank @ 26 BTC. Fuel flowed and I was able to advance pump and bring it to a drip! I did not have another base gasket so I let the the old one ride. Thank you to everyone that help make this a fun and productive fathers day. The 240 runs like a scalded dog (poodle) and idle smoother and runs cooler as well. Now to the door locks! Thanks again everyone.

" Backed off crank"..... I assume you mean you turned it backwards from the direction it runs in normally...
The FSM specifically forbids this except for a few degrees when checking something... you run the risk of gravity causing the chain to not line up correctly on the IP or something...

I have not heard that damage may occur going backwards. I'll take a look at some manuals. I just went back enough so I could come back up on the mark going in the right direction. Oh, my Vanagon has a 1.6 NA Engine that pumps out a hearty 48 HP! I think it may be the slowest car ever made.

I was not saying it to be critical.
I just see that a more than a few have had similar difficulty timing there IPs.
And, can be confusing becaue you can get the drips you want retarding or advancing the IP. I just wanted to say why it is like that.

As previously stated it is not a good idea to Rotate the Engine backwards.

Even more so on the Engines where the Timing Chain Tensioner does not have the Ratchet (the Turboed 617s have the Ratchet) to prevent the Tensioner Piston and Spring from collapsing back into the Tensioner Housing and giving the not fully tensioned Chain a chance to jump a tooth.
