I plugged and capped off the suggested line. You can definitely feel the low end torque gain and accel at mid. thank you for the suggestion and answering my question of the functionality.

So my question is this, are the ARV and EGR strictly for emissions? And as for removing the EGR, do I just remove the line from the top or do I remove the whole EGR valve itself and cap off the hole or what? Any pics of this already done?

Yes the EGR and ARV are only for emissions. The most common method of dealing with them is to plug the lines and leave them in place. A few BBs in the lines works for most people. I plugged mine with a small screw.

It is a good idea just to leave the parts as they are. If you removed them, then you have to fabricate some cap that can withstand the heat, just the remove the hose leaving the small vacuum hose coupling on the vacuum line and plug it with a screw, then get a vacuum cap to capped of the valve.

Alright, took some vacuum line I had and cut 3 2" pieces and pluged each one with a screw. The elbow coming off the ARV I filled with high temp RTV. I plugged it all up and am about to drive over to my girlfriend's house. I'll let you know how it does when I come back and I'll post pictures tomorrow.

Felt an improvement, though I'm not sure how much of it was due to placebo effect. Definitely FELT peppier and I noticed I was up to cruising speed alot faster. I imagine that if I really stuck my foot it in it would get up and go.

That is not a placebo, I discovered it when I had weird fluctuations on my boost gauge. Once plugged I had one to two psi more boost at low rpm.
