Detroit has an abandoned vehicle task force (313) 267-4600

Specifically for all of the stripped shells dumped in the city.

In Utah you can get a dismantaling permit for 0, then a scrap yard will pay scrap value. It takes several forms and a few weeks to get it.

So your post got me to see what the process is like in CA. Wowsers! What a huge amount of work (and $100). See attached .pdf.

It is a great suggestion though.

I think that's for a license to run an actual junkyard. I think some of the other suggestions on here are more viable for what you want to do.
