I wasn't to clear about the heater. I meant just the radiator hose heater.

If you have a 190D of the modern type, I would be surprised if you don't have a block heater. Maybe you might just need a new cord. Have you looked?

The block heater for the 60X series 190D cars (W201) is on the passenger side of the block

Its under the exhaust manifold near the block drain, it will be covered with a black plastic plug.
