91 SDL odometer question

I am working on a neighbors SDL odometer. There were broken gears so I ordered and installed new ones. The odometer still does not work. I marked the new gears and drove it and verified that the stepper motor is not turning the gears.

When I got into the motor, I found that the motor did not seem to be connected to the driveshaft.
My guess is that if I put superglue in the stepper motor armature hole and reinstall it in the odometer will work again, but if I am wrong the super glue will insure that I will never be able to get into the stepper motor again.
Can anyone confirm that the drive motor shaft should be solidly connected to the stepper armature?
I know it seems logical, but it actually spins so freely on the shaft that I have a hard time imagining it used to be connected to it.
