The reason he is looking for cars 25 years or older is that you don't pay taxes when your car is that old anymore.
Besides the high gas prices, 1/2 or more is tax, you pay also a yearly amount that's based on weight and the engine of the car.

You will find pristine classics in Holland, they really love them. There is no country in the world where you will find more old Citroen's DS in prefect condition, even more then in France.

It's not that strict in Holland (APK) as it is in Germany (TUV) where you hardly see any cars older then 10 years. The car lobby is pretty strong in Germany.

Ah hah! That is a good reason for importing older Diesels to the Netherlands!
They probably fetch a good price when the product is of good standard.
I recall when I lived in Oldenburg, Germany in 1990, I looked at some 1967-9 MGBs at a used car lot. $10,000+++ !
About 4 years earlier I sold my 1967 in San Francisco for $1800.
It was in real good shape.

One of the reasons that classic cars increased in price in the US over the last 15 years is that many Europeans would come to California and Arizona to buy nice vintage cars. Especially old Porches, SL's and other small roadsters.

You would buy a nice 1972 911 for $3000 in Arizona, get a bill of sale that would state the car was bought for $1000. Now you only had to pay import duties over the $1000. Now customs is aware of this scam and you wont get a way with it anymore.

When I lived in Holland, my neighbor would import cars from the US to Holland.
Many Porches, MG's, Alfa's and even a Bitter. One of his cars, a '65 Lincoln Continental convertible never passed APK, cost him a fortune, never made it into the country.
