This is JUST a suggestion.... but it's working... I have tried 3 times so far and is spot on. All the cars were local. from the state of Utah.

I have a friend that owns a State Safety Inspection business. Here in the State of Utah every car produced after 1995 needs to be plugged into a computer link to the local DMV. Regardless of the fact that on the title is written Exempt for the mileage as soon as they key the current mileage into the computer the system can: 1: confirm the mileage or 2: start flashing warning on the screen that last recorded mileage was XXXX so there is discrepancy from the current reading.
