Speaking as a LEGAL alien I can only say that it is completely acceptable for a landlord to ask for a form of ID, and also a SS#. Many companies use the SS# to see if the prospective renter has a good credit rating. For example, we did not have to pay deposits for our utilities thanks to our good credit.
A landlord can not ask for your green card or similar immigration "proof" as far as I know. With so many types and flavours of visas in the US, the landlord will have to retain an immigration lawyer. I also know that an estate agent can not inquire into ones immigration status when buying a house.
