I do see where you are going with it.
And, if cost were no object, and the personnel were unlimited, I'd fully agree with you.
However, when you are hard pressed to have enough men to do the duties that they are typically assigned to do, and when you currently have a budget shortfall that doesn't allow you to buy toilet paper, you'll have a hard time convincing me that using these boats for "patrol" purposes is an effective means of slowing down the terrorist, or an effective use of the taxpayer's money.
Furthermore, you damn well know that the "threat level" will be reduced in a few weeks and the boats will stop their patrols.
If they can stop them in a few weeks and feel safe, why start them up at all?
The entire situation is moronic, IMHO.
