Non leathal weapons that emit sound waves are becoming very popular on cruise ships and larger yachts. They can keep pirates at bay. The boats that have them keep quite about it, but there have been incidents in which they were used and seem to work.
Imagine if they had non-lethal weapons at Kent State...

I assume it would only cook your skin if you stood still during the entire "reheat cassarole" cycle.

Yep, none of them are perfect, but they are all better than a machine gun. No non leathal is perfect yet, but they give you options.

Wet blanket alert!

If we read what the Sec'y said, we find out that his point was this: Don't bring a new device into non-lethal crowd control against non-Americans that you wouldn't use on Americans.

I would say that His point was perfectly made by the comments on this thread.

On the other hand, it shows a sick willingness to test on our own people before using it against someone else... I thought using people in experiments without their permission was fairly unethical.

You read more into what he said than was there. He did not advocate using the devices on crowds. He said don't use anything overseas that you wouldn't use on Americans.

Isn't it equally sick, and unethical, to use it on someone else? Are non-Americans non-Human and underserving of respect?

Non Americans can't sue, if it goes wrong all you have is a CNN news breif and three weeks later everyone forgets.

One would think that they have at least tested it enough on say rats, and maybe monkeys before turning it on people.

OTOH, with all of the volitile gases flowing from that place, a microwave may be too dangerous.
