Not uncommon. 4 wheel brakes did not become standard until 1929.

There were earlier attempts of course,Isotta Fraschini had them from 1910 on,The Duesenberg Model A had the world's first hydraulic 4 wheel brakes from 1920-1928.

Buick was the first serious volume producer and introduced 4 wheel external contracting brakes on their 1924 models,my 1927 could stop on a dime.

They were originally fitted not so much to stop the car,but to stabilise the dreaded "sideslip"which 2 wheel braked cars suffered from in the mud, snow or rain.

Many early cars as well had footbrakes that operated on the driveshaft,as my '15 Stellite has.

The Pierce looks like a '28.
