Hispanics are classified by whatever race they call themselves. They can be causasion, caucasian / native american, or other mixed race. The Federal Government doesn't label them anything.

There's no way to connect census data with voting numbers. A voter's ethnicity/race are not recorded when voting. Politicians already know the ethnicity of their constituency without the census. You think Rangel would have a chance of being elected if he ran in upstate NY and not the city?
