Missed paychecks: What do I do?

I've been battling with my employer's payroll department for 2 weeks of a missed paycheck. I filed the paycheck a day past the direct deposit deadline. I requested from the department that a check be mailed to me, but they said their "policy" is to wait until the next pay period until the checks be paid. Well the next pay period pasted (June 11th) and still no direct deposit. I called for 3 days and no one in the department answered the phone. HR is totally useless and just says I need to wait until someone answers. Well I finally got a hold of someone and she claimed it was some mistake with the hour designations of where I worked. She said she fixed it and I should receive a check by the end of the week. It's the end of the week, and the mail came. Nothing is in it. I am getting more and more frustrated with this as payroll has been entirely useless here. What should I do? I'm getting ready to call again, but I doubt doing so is going to fix the situation. Is there some agency in New York that I can report unpaid wages to?
