rear softop latches won't disengage!

I am trying to drop the softtop; I have a leaking latch actuator over driver side and have lost significant amount of fluid, so I cannot release the rear latches. I tried using the tool in the slots...

ok. I managed to enter the SL. Don't ask how....but I got in. The fuse in the trunk has been replaced, but the locks still do not engage. manually flipping the thumb levers grudgingly locks...
