I was able to replace one of mine with no special tool. Just have to mark on the pump exactly where that little plate thing was. Then once you're done use the hand primer a lot to get the fuel back...

I just went through the blower motor removal and inspection. It does sound like your brushes are on their last leg. I would pull it out and inspect them, it is quite simple.
