AC is working but cannot get cool air to flow from vents. Air is blowing, but it is hot air. Checked freon and it is full. Compressor is working.

I have a 1983 Mercedes 300D Turbo. It has 205K miles and has been blowing fuses. Does anybody know what could be causing this? The fuses being blown are the 8 amp ones.
