I have read past posts that a faulty ovp relay can cause the problem I am having with fast idle in neutral and in park, but when the car is in gear it idles normally. Is there a way to test this part? Either with a volt meter or ohmmeter? The fuses are fine but I understand that the fuses will only blow if it is big spike.

You can check the voltage with a DVM at pin #3 in the diagnostic socket. It should be 2.5 to 5 volts.

With the key on or the with the engine started? I am seeing almost 12volts???
