Tuner cleaner
Usually the switches just get dirty.
Get a spray can of tuner cleaner (Radio shack sells it). Pull the button for the headrest off the switch. Stick the red tube from the tuner cleaner in the hole and give it a squirt. Wiggle the switch up and down to clean up the contact and see if that works.

Headrest
It could be a switch or in my case, a broken drive pinion. On the 95 320E it was plastic and not expensive. You can get at it by removing the back of the front seat.

Not sure what had changed in the W210 vs. the W124 in terms of seat mechanics, but I concur, that the headrest drive pinion is broken.
The headrest drive components were under $20 when I got mine. As Lenny Lipscomb stated, access is gained by removing the seatback cover.
